On a hillside in the middle of a narrow valley surrounded by mountains, sits L’Aquila, the capital of the Abruzzo region. It is a city rich with art and culture, and over 800 years of history as an important commercial center connecting the north and south of Italy.

Having been devastated by an earthquake in 2009 the city was forced to embark on a reconstruction process that not only considered the physical rehabilitation of the buildings, but one that also modernised utilities and improved the resilience and sustainability of all components of the city to support an ageing population while also boosting innovation and job creation for the young. A reconstruction process that highlighted the need for every citizen to play a key role.

The result is a digital transformation strategy based on the Quadruple Helix Model where local government, industry, academia and civil participants work together to co-create the future and drive structural changes. Now there is the need of a real and concrete implementation plan.
