Le Havre Seine Métropole is an urban community centred on the city of Le Havre, with 269 321 inhabitants. It is in the Seine-Maritime department, in the Normandy region of north-western France. 

On 13 January 2020, Le Havre Seine Métropole signed the Territorial Pact for Ecological and Industrial Transition. Made up of 58 actions, the Pact sets clear objectives such as the development of offshore wind power, enhancing its circular economy (e.g. by favouring the consumption of products from local agriculture) and reducing carbon emissions from the territory’s industries.  

Le Havre Seine Métropole has also launched the Le Havre Smart Port City project, with the ambition to position itself by 2030 as the national and international reference among industrial and port metropolises. To this end, the Metropole launched Hangar Zero - a citizen laboratory for the ecological transition of the city. Its projects include building agricultural initiatives in urban and port areas.
